International Energy Outlook1 predicts worldwide energy demand to increase by 2.1 percent on average annual basis from 2004 to 2030 when considering a high economic growth case. The Russian Federation sits on vast reserves of oil. At first sight, all these resources seem to be a blessing. But are they?
