Worldwide, Public-Private Partnerships (PPPs) have become an increasingly attractive procurement method for the delivery of public infrastructure services. In fact, many governments consider PPPs as a win-win option for meeting their infrastructure needs. However a wide variety of (managerial) problems during the whole project life cycle strongly reduce a PPP’s value position. Within this context, the main purpose of this book is to identify and assess factors that contribute to more successful PPPs in order to increase the viability of both existing and future large-scale infrastructure projects.Starting from an inventory of the critical success factors of PPPs, this book develops frameworks that support firms and governments in the assessment of the success potential, as well as the effective management of PPP projects. First, a dynamic, dual stakeholder management framework is proposed to guide the stakeholder identification and inclusion process during the PPP’s life cycle. Second, a toolbox is offered to aid contracting governments in estimating and controlling pre-contractual investments that bidders make in the procurement of infrastructure projects. Third, a conceptual ex-ante evaluation framework is proposed to guide and optimise the initiation process of large-scale infrastructure projects.
