De mate waarin windenergie, een nieuwe energietechnologie, ingebed is geraakt in de bestaande routines en praktijken (instituties) van de maatschappij, loopt sterk uiteen tussen de casus. Noordrijn-Westfalen, dat het meest succesvol is wat betreft geïnstalleerd vermogen, is ook het meest succesvol wat betreft sociale acceptatie van windenergieprojecten. Ontwikkelingen in windenergie begonnen daar vanuit een grass-roots beweging en veel burgers namen deel in de ontwikkeling van windprojecten op lokaal niveau. Op die manier is windenergie door de tijd heen ingebed geraakt, als een vanuit milieuoogpunt te prefereren energiebron, als een nieuwe economische sector, en als een sociaal acceptabel alternatief voor conventionele energieopwekking.
