On 25 December 2013, the deadline for the implementation of Directive 2011/98/EU on a Single Application Procedure for a Single Permit for Third-Country Nationals to Reside and Work in the Territory of a Member State and on a Common Set of Rights for Third-Country Workers Legally Residing in a Member State expired. This book highlights the central themes and problem issues concerning the decision making and transposition of this Directive.
This single application procedure is meant to simplify existing procedures and to facilitate the inspection and control of the working migrants' status. The Directive also provides for the right to equal treatment for all TCN legally working in a Member State, irrespective of the purposes for which they were initially admitted: both migrating workers and working migrants are protected.
The contributions to this book are based on lectures presented on a seminar on the Single Permit Directive, organised in December 2014 by the Centre for Migration Law, Radboud University Nijmegen, co-sponsored by the Jean Monnet Programme. These contributions deal with the negotiations and the scope of the Directive, the issue of equal treatment, the effectiveness of TCN social rights protection and the transposition in Germany, Finland and France.
